Does anyone know what the "EVENT SEVERITY STATUS, DRIVER" is for Toyota CDR report?

Detective Maldonado,

Event Severity Status was used by Toyota to "quantify" the severity of a collision based upon the time between the first stage deployment of an airbag and the second stage deployment. There are three potential indicated results; Level 3 (most severe), Level 2, and Level 1 (least severe). If it is a single stage airbag the status will always be reported as a Level 3.
  • If there is a relatively short time between 1st stage and 2nd stage deployments then it will be reported as Level 3.
    If the time is somewhere in the middle then it will be reported as Level 2.
    If there is a longer time between 1st stage and 2nd stage deployments then it will be reported as Level 1.
To the best of my knowledge there were no time ranges provided by Toyota for what determines what level a crash falls into.
