2017 Mercedes CLA250 Speed 0

A frontal collision was recorded, complete file recorded.
ignition cycles at crash 60660
Driver and passenger not belted.
Services brake off, accelerator pedal 0%, vehicle speed 0 in the 5 seconds up to the collision.

My question is will data be recorded if the vehicle is parked and turned off? Is this vehicle specific? I've never run into this before. Often when a hit and run is reported, there is either no data, or there is data, which shows some vehicle and/or driver action.
