Does anyone have any available information through download of actual data from a vehicle, or other sources, that would indicate the threshold Delta-V needed for a 2017 Infiniti QX60 to create an event when struck from the rear?

Since it's 563 compliant, it's pretty safe to assume that they're going to adopt the 8km/h (5mph) non-deployment event recording threshold. Apart from that, there was an article in Collision Magazine by Hallman, et al "Nissan Automobile EDR Recording Characteristics" which included the observation that "the event record missed up to 15 msec of the crash pulse in low-speed, rear event threshold crash events." They go on to say that their testing suggests that the reporting threshold may be lower but they were unable to replicate that in testing.

Check the NHTSA CISS database for examples of rear impacts, both recorded and not recorded.

CISS database case 1-12-2020-072-03 contains a 2018 QX60 CDR data report with a +14.5 km/h delta V.
1-12-2021-020-07 contains a 2014 Pathfinder CDR data report with a +1 mph longitudinal and 5 mph lateral delta V.
1-13-2021-057-05 contains a 2017 Pathfinder CDR data report with a +17 km/h delta V
1-27-2019-067-04 contains a 2014 Pathfinder CDR data report that did not record a rear impact with two inches of rear crush to the trailer hitch area and the Subaru Outback that hit it recording a -7.5 mph impact.
1-48-2019-051-04 contains a 2015 Pathfinder CDR data report that did not record a rear impact with the Dodge GC that struck the Inifiniti recording a -7 mph impact.
